I don't remember seeing barbed wire elsewhere in Trinidad's downtown. I'm sure its protecting something important. Ha. Think of the cost involved in building that fence and compare it to the cost of the problems that would likely occur as a result of not fencing it. Makes me think of the current cost/benefit scenarios with the border wall with Mexico. Neither case for building the wall make sense.
