It doesn't make any sense how people own this land and can keep paying to keep it. What are they doing to make money? Store trash and graze a few cows? When you learn the tax code in Texas you realize that if you own a ton of land and want to pay no taxes you just have to put a few cows on the land and it becomes agricultural property and then you pay almost no taxes. Maybe you have to store trash too because that's what so many Texans do with their open land.
